What are inexpensive (free) fast Russian Secondary DNS services with the ability to prescribe DS?

Advise Russian free or not expensive Secondary DNS with the possibility of DS-records. Because many hosters, both those name registrars and RF providers, do not want to add the ability to prescribe DS in DNS services. They don't like it.
