How do I get RPZ applied to new zones?

Set up RPZ, bind 9.9. Everything works, now I decided to add a couple more domains to the zone file, logging is configured. After adding, I restart everything, there are no errors, the series loads, but for some reason it does not work, the load on the DNS remains, and logs from 3 added domains sometimes get records from one of them. What could be the problem?

I don’t know what the bug is, but everything was applied later on its own. A couple of days later I decided to add another domain - everything worked for him right away. Maybe someone will come in handy ... They will not panic.
