Domain already purchased? If it's just for testing, then yes, you can simply write it in hosts. If you need to raise a real web server, then everything becomes somewhat more complicated. Describe in more detail what you want to get as a result.

domains are free. Go to the nic.ua registrar and register your domain.
Then it all depends on whether you have a static IP or a dynamic one. If static, then on the NS server in "A" you write your IP.
If you have a dynamic IP, then you need the Dinamyc DNS service. Personally, I use and advise everyone - https://freedns.afraid.org. Next, at the domain registrar, you prescribe the NS servers NS1.AFRAID.ORG, NS2.AFRAID.ORG, NS3.AFRAID.ORG, NS4.AFRAID.ORG. Then add your domain to freedns.afraid.org. Then go here and choose how you will inform the service about your current IP address. Personally, this is done by a script in Mikrotik.
