What are Cms for an IT blog?

Hello!
I'm starting to learn web development, and I want to blog (no matter what will be there, etc.), and I need cms for the first time. But, I need the ability to make posts, and to be able to insert my code into the post or to be able to make a post using my code. Well, it is desirable that you can change the design of the site with your code. I hope I explained clearly what I want to find.

WordPress. I figured out plugins, styles, themes, etc. in a couple of hours. (despite the fact that I am not a web developer). For a long time I wanted to start a blog, I looked at themes (for WP) on the Internet - but they all scared me away by the fact that they are 95% occupied by a picture, and 5% by text content. It turned out that almost everything there can be customized.
Example: hottabxp.ru (not advertising, there are a couple of articles copied from Wikipedia for example) and the original theme: Gist(Demo)
If you choose WP, I can recommend several plugins.
1) Advanced Editor Tools - classic editor (TinyMCE).
2) Disable Gutenberg - disables the "improved" WP editor (I have no idea what the developers were under when they made Gutenberg).
3) Enlighter - Customizable Syntax Highlighter - code highlighting for programming languages, scripts and other files.
I was also pleased that you can customize themes (including styles) in live mode.
The site is spinning on a free hosting and feels great (although no one goes there, since there is nothing there).

Get Wordpress and you won't be disappointed. Anything different for him is darkness, you will surely find something to your taste. For blogs, the platform is ideal.
And the Gutenberg editor there has now become awesome, with the help of it you can type up longreads (simple, but also easy to use).
