What archive engine do you recommend?

The bottom line is that there is a site-archive of articles, read-only. That is, you find the desired article from the hierarchy and read it. Googled a lot, Joomla|Wordpress is definitely not suitable, I can’t write it myself. Here are my specific requirements:
• Free [optional]
• Registration capability
• Possibility for the privileged to add/change the hierarchical structure and add new articles
• Good search within the site. It is possible to integrate Google/Yandex
• Possibility of commenting with post-moderation is desirable.
• Possibilities of writing and layout are similar or close to Wordpress.
• You can quickly find and go to the desired category, directly from the main page. Preferably with a menu on the left.
Yes, maybe I want a lot, but I would be glad if you advise at least something.

Bitrix, if the site is not constantly working, then the free ones will definitely have a problem with viruses, this is a fact.
Who will clean them?
and therefore, reliability comes to the fore here
. Bitrix provides at least basic protection, in my practice, hacks of this system are hundreds of times less likely than any others.
