What alternatives to Heroku do you know?

Greetings!
I'm currently using heroku to host small sites in PHP + HTML.. But its speed is quite annoying + servers constantly going to sleep.. I decided to look for alternatives, but so far I haven't found anything useful..
Ideally, what is required:

• Deploying from GIT like on Heroku
• Automatic load balancing (desirable), without the need to manually add / remove servers. Those. pure Saas.
• Transparent and fair pricing policy
• I would like to be in Russia, although not necessarily

I would be grateful for the options provided.
