What alternative firewall modeled after Kerio Control would you recommend for Windows Server?

If there are not many options for import substitution, look at Ideco.
It is not clear where Kerio and Windows have to do with it, if it has long been an independent product and you will not install it on Windows. On Windows you will not find anything sensible. All such software is either a standalone product with its own operating system on a stripped-down Linux, or just software for Linux or a physical piece of hardware (ideco, mikrotik, etc.).

On Windows, they seem to be virtually non-existent
On Linux, there are at least 3-4 good products
