What advice would you give to a budding web developer?

Hello! I am a novice web developer and, in order to develop my practical skills, I wanted to make a website from "A" to "Z" on my own, without using various CMS and other systems that provide almost completely ready-made solutions.
To develop my website, I want to use PHP language, MySQL DBMS.
The first question that interested me was: "What is the best php framework for beginners to start learning?".
On the Internet, I came across screenshots of one of the CMS, and I was faced with the second question: "By what means can I implement such a graphic design of the admin panel?"
