Website download statistics?

Hello everyone!) I need to track download statistics on the site so that I can know that the user actually downloaded, and not just clicked. What services do you recommend for this? In fact, there is no sane ready-made solution to this problem.
You need to catch users by unique cookies, write how much they downloaded (+ range) to the database, add ranks and check that there is enough rank for the whole file (the user could download half the file or download the file in 10 streams / attempts).
