Which CMS is suitable for a closed community?

Hello.
My previous question was too limited in the scope of the search, so I decided to recreate it.
The point is this.
It is necessary to create a closed (access only upon registration) community, where the content will be divided into cities and gender. That is, for example, for city X there will be 2 branches - male and female. And there will be N-th number of such cities. Only men will have access to the men's room, women will have access to the women's room. Content will consist of photos and text.
Theses, what is required:
- authorization through VK (only through VK, a kind of verification);
- the ability to comment on entries from under the VK profile;
- access system (in the future linked to monetization, a kind of premium);
Initially, I looked towards social networking engines, but now I understand that there is a lot of extra functionality that is not needed, and limits the search circle.
Simply put, we need a simplified function of VK communities on a separate site, where users will consume content and comment. A very important point is the access system and the possibility of monetization and automation thereof.
Thanks in advance for your help!

I agree with what was written above, take a universal CMS and redo it.

I'm late, but LiveStreet is good for such purposes. Or even a forum.

WordPress with the Members plugin, or paid s2member or UserAccess plugins. But WordPress is not designed for forums, even though it does have bbPress. So if your goal is a mega forum with blogs and blackjack, I would suggest giving InVision a try.
