Free Russian CMS?

host cms, netcat, bitrix, ucoz habrahabr.ru/company/netcat/blog/112134
are mentioned on habré, but only yukoz is free, and it’s hard to call cms, it’s kind of like a constructor without access to the code.
tell me, what are the free tsms from Russian developers? Which ones have you tried or compared?

What does Russian mean?
So that the ethnic composition was from northwestern Russia? Then the Russians from Irkutsk, for example, will not come up.
Or was it Russian citizenship? Then those who were born in Russia, grew up, but moved to other countries to live and replaced him will not fit.
Or maybe the language should be Russian, which a person speaks? Then my English teacher Jack from the USA is also suitable, but some Russians are not.
And how much code in the project should be written by Russians?
For example, someone Sergey Biryukov made the last commit in Wordpress: https://github.com/WordPress/WordPress/commits/mas...
This is the most popular CMS.
Now can Wordpress be considered Russian?
