Warranty / non-warranty repair of components where to go and what to expect?

1) There is an MSI motherboard with jammed legs on a 1151 socket. There is no guarantee for it since it was brought from Germany and it is obvious fur. damage. Is there a service in Russia (namely in St. Petersburg) that can solder 1151 sockets? On the MSI support site, there are only addresses for repairing laptops and monoblocks, where they probably only know how to download drivers.
2) There is a processor that glued the fins (he died in the wrong motherboard with a jammed socket). There is no external damage, but the PC does not start with it. It has a guarantee. Is there any chance to replace it? Have there been successful cases? It seems to me that sellers can turn on a plate about overclocking or a bad cooler when they hand over the processor and refuse anyone. Or do I have too bad an opinion about them?

2. How can sellers prove the fact of overclocking or a curved cooler installation?
Take it under warranty and write a statement demanding a replacement or refund.
The Consumer Rights Protection Law has not been repealed (Articles 18 to 22)

Give it a guarantee. There will be something like "traces of operation" in the receipt, this is normal. But be careful not to write about fur damage. Further on the circumstances. Must be replaced or paid.

Jams? Trifle! Take a magnifying glass and a toothpick, 30 minutes of work and everything is as it should, just don't overdo it! Here I have a motherboard on a 1156 socket with a couple of torn legs *crazy*.
