Please advise a desktop IDE suitable for the following conditions:
- working with files in tabs
- syntax highlighting for HTML, JS, CSS, PHP
- setting tabs in your own way
- "light" in terms of performance
All this, of course, is in your favorite notepad ++, but I want a couple more buns:

Alternatively, you can NetBeans. There is syntax highlighting, code folding, auto-completion, built-in help (appears when typing the function name). Auto-completion is especially pleasing. For example, when typing quotes, second quotes are placed, and the cursor is placed between them, which is terribly convenient. And much more, thanks to which I use NetBeans.
WebStorm from JetBrains, or if you also need php, then its successor is PhpStorm. True, the design you will get is not “apple-like” but Java. Although you can put some nice Look & Feel to your taste. In all other respects, I personally am completely satisfied, in any case, I have not yet found a better environment for myself.

True, it is not at all lightweight, but quite comfortable.
There is an autocompleter that understands and complements phpDoc, and much more.

everything you listed, plus a built-in validator, code auto-formatting tools, smart autocamplit (not only standard functions and html / css attributes, but also parses css and offers your css classes for substitution), work with a debugger on a built-in server or remotely, work with terminals and sql, code templates, PHPdoc support and other goodies.
the only negative is that it is not very poppy .

PHP Expert Editor, the interface is only native, the rest is suitable.
Eclipse, but not helios, but indigo... 10 minutes of work with the settings and you get a great IDE at the end!
