VSS is not working, what should I do?

Windows Server 2008 R2 Standard x64
Something has been happening lately with VSS, all services and processes running on Windows are responsible for Shadow Copy,
and in the backup program, all components responsible for Shadow Copy also work. (Cobian Backup 11 Gravity)

BUT shadow copying in it is not done in any.
I thought it was Cobian, installed Acronis Backup, also had problems with shadow copying. I contacted Acronis Technical Support, they looked at all the Windows logs and said that it was not their program's fault, they say "VSS is not working" and this is not their problem.
So, can anyone help me to solve this problem..?!
If anything, I'll throw the Logi where it's necessary and who needs it.

There was the same situation with Cobian Backup. Restarting the VSS service helped. And I'm not sure, but it seems that in addition to restarting, some directories or logs were also cleaned. Googled for the name/number of the bug from cobian.
