From many I hear that vscode is just an editor, but there is also a great built-in debugger, how can it be just an editor?

"Intellisense" is better in Webstorm, but it also requires more RAM, I would call VSC a reasonable intermediate step from editor to id, like Atom.

For which programming language? Look in the direction of Jet Brains products - they have very suitable IDEs.

Debuggers can also be attached to Emacs and Vim, which does not stop them from being editors.

I would say advanced text editor. I remember that at the dawn of the Unix era, even simpler console editors were called IDEs. However, now an IDE is still something more complex than a text editor with syntax highlighting and a built-in terminal, like VS Code
