Rider > VS > VS Code
In VS Code, C# support is implemented through omnisharp and a bunch of third-party plugins, which together does not work super stable, and the Omnisharp team clearly does not have enough money to always keep up with updates and add some other refactorings.
VS even in the Community version, even without a resharper is much more convenient.
If possible, it is better to take a subscription to JB Rider (my opinion)
