VPS/VDS + VPN to access the file server, how to do?

Good afternoon.
What is:
- a provider that issues a static IP from the subnet of the building within the network. (192.168.0.... )
- the provider does not want to issue a "white" ip
- a router that distributes wi-fi
- file ftp server
Task:
- make a file server with access from anywhere in the world (download/upload/delete, etc.) .p.)
it is desirable to simply connect with a network drive.
Solutions to the problem:
- vds/vps + vpn
Problem:
- I don't know anything about these "technologies", the Internet is teeming with articles "vds/vps for 0 rubles!" in which there is very little useful information and there is a binding to equipment that is not used.
Question:
- Where can I find information / examples of implementation, etc. for my task?
Preferably something like "This is a VPS, it is needed for ....."
Also, if there is a ready-made solution out of the box, it would be nice.

You can connect Yandex Disk as a network drive via WebDav

The easiest way is to set up a VPN server with a provider (which provides an external ip address) and connect the server and all the computers that you need to it.
