When connecting to a vpn, error 789 occurs
. I do "ProhibitIpSec" = dword: 00000001 "in the registry, it connects normally.

If this parameter is set to 1, then Windows 2000 will not automatically create a filter that uses certificate-based authentication. Instead, the IPSec policy defined locally or in the Active Directory directory service will be used.
