VPN is used to link local networks into one "pseudo-network" and this is its main use. All sorts of schmeizers-anonymizers are "ugliness of the times of Roskomnadzor."
SSH is a protocol for remote control of one object - usually a server, but no one bothers even to pile up an ssh server on Windows and manage it.

Everything is wrong. VPN is a virtual network over another network, SSH is a management protocol. It's in a nutshell.
The difference is like between warm and soft.

Virtual Private Network
Secure Shell
In my opinion, everything is obvious here.
First of all, you need to understand that the first is a protocol for data transfer, and the
second is SHELL, which in turn can provide and make a secure channel.
This is the same as saying that:
hosting
and cloud disk are one and the same.
In fact, this and that place on the computer, however, the first provides system resources, and the second only disk resources, the line is small but very noticeable.

VPN - This is an "anonymizer" that allows you to change your real IP address to another one (but not at will). Often, a good quality VPN can only be achieved if you buy it.
SSH - This is a protocol for managing VPS or VDS, that is, a remote terminal.
All the best!
