VPN disconnects when connecting a third-party RDP session --?
There is a client server with Windows 10 and many users (all without administrator rights).
I connect to the server via RDP and connect to my VPN (Softether / Ubuntu / L2TP)
After that, if someone connects via RDP under a different user, my VPN is disabled.
Without error, on its own.
I sinned on my VPN, but then I checked on another free one. The result is the same.
Other client servers with Windows 7/10/2012 and multiple users have the same situation.
Since there are no administrator rights, I can only connect using Windows.

To simulate the situation, I installed a seven on a virtual machine, set a fix for several RDP connections, added two users (not admins) and connected to them from the host in turn, turning on VPN on the first before the second connection.

Desktop versions of Windows are single-user (Win10/8/7). When the second user connects, the first one must end his session. Session ended - all programs running in the session are also terminated.
There is no such restriction in server versions of Windows.
