VPN connection to a remote server in Egypt not working?

I beg you to help with advice. I am not a professional IT-sphere, rather as a hobby, I read and study articles on this topic with interest, so if I explain something incorrectly, don't swear.
Last year my old friend from Egypt invited me to "overwinter" with him. Since my work is partially remote (from my laptop I connect to the VPN using Windows tools, and then through the remote desktop to my account on the company's server), I took a couple of months off for "remote work", packed my things, bought a ticket and flew to the warm Red Sea. I flew through Turkey (Istanbul) with a transfer at 4 hours. I spent the time between flights in the lounge zone, where, out of boredom, I connected to the Wi-Fi network of the lounge zone and decided to work. The Internet in Istanbul is excellent, I connected to the VPN and the server without any problems. The next day, when I was already in Egypt, I tried again to connect to the VPN and the server, but, alas, the connection to the VPN did not happen. Windows gave me this error: Having suffered so much for a month, I returned back to Russia. During this month in Egypt, I tried different ISPs, but the picture was the same everywhere. Connection for all operators using ADSL technology (does this affect something?). I failed to resolve the issue with the operators of their call center, they promised to think about my issue, but nothing happened for a month. The Egyptians in general are not confused people - there is the Internet - Thank God, there is no Internet - that means God's will.
When I flew back through Istanbul, I calmly connected from the airport to the VPN.
Despite all the torment, I still dream of having a “wintering” in another country, perhaps even again in Egypt, the sea there is fabulously beautiful. Therefore, I ask you to suggest what ways to solve this problem exist.
