How to conveniently change IP on AWS OpenVPN?

Good afternoon. I first raised my OpenVPN server according to this instruction - https://habrahabr.ru/post/315664/
But I came across the fact that in order to change the IP, you need to delete the Instance and repeat the entire process of creating the server again.
How can I quickly change the IP in another way? Mentioned Elastic IP, but I never figured out how to use it. That's what I need?

закзаываете новый эластик айпи
прикрепляете его к серверу и вуаля новый айпи
потом удаляете и снова закзаываете и прикрепляете
