VM Windows azure how much you have to pay

I took a test subscription of Windows azure.
Created VM Win Server 2012
The main task of developing / hosting sites on ASP .NET and a personal site on WP.
How do I understand I pay for the time used? Or all the time while the VM is on?
Interested in where to see the statistics how much you have to pay in the end?

1. downtime is no longer paid.
2. You do NOT need a virtual machine in Azure for the site, use a ready-made platform.
3. there is a calculator on the site, www.windowsazure.com/ru-ru/pricing/calculator/
up to 10 sites like for free - it caught my eye, but you have to read it.

it is paid all the time,
I don’t even know how to look at downtime, but it’s easy to calculate (there is a very convenient calculator there)!

the trick is that you pay for the time the machine is running. You just need to turn it off on weekends, holidays, etc. to feel the savings. Well, in the case of a backup, it doesn’t work that way, you pay for the amount of backed up data. and the time is calculated 24/7
