Visual Studio 2015-19 won't install on Windows 8.1, how to fix it?

Hi all. You need to install Visual Studio Redictributle 2015-2019 on Windows 8.1. I downloaded it, so I try to install it from the site of small soft ones and almost immediately the installation crashes with error 0x80240017, I got into the logs and this is what I caught
