Visual Studio 2013 is blocking part of the interface. How to fix?

Good afternoon!
When developing a WPF application, the following glitch often occurs in the studio.
1. It becomes impossible to scale the developed window. Those. holding Ctrl + turning the wheel does not work - zooming does not work.
2. Editing Properties is also impossible - I stupidly cannot enter text. Field search doesn't work either.
3. If the studio is restarted, everything is magically restored: both scaling and editing properties.
All this in Visual Studio 2013 Community Update 4, on Windows 8.1, is Resharper. I recently reinstalled Windows and the problem is still there.
Is this a glitch with me or does anyone else have it? And what, actually, to do?)

This is a glitch of the studio, kill the XDescProc or MVS XAML UI Designer process through the dispatcher
