Visa / MasterCard GateWay Payment API vs PayPal Credit Card Payments?

I do the input and output of money to the site and from it. Did some digging into the PayPal, MsterCard and Visa APIs.
https://developer.mastercard.com/apis
https://developer.visa.com/apibrowser/
https://developer.paypal.com/docs/integration/dire...
As I understand it, you can create 3 separate accounts , for individual payments.
1 - for Visa, 2 - MasterVard, 3 - PayPal. In this case, the % is less. We make transfers directly from card to card, and whoever wants to pay through PayPal pays through it.
And the second option is to connect everything to PayPal. As palletezh cards and PayPal accounts, personal accounts. But this way the commission is higher, because then it will be necessary to transfer, as I understand it, from the PayPal account to your card, right?
So what what is the best way to connect? How much will the commission for receiving money in hand be in the end, with the first option and the second?
Please tell me who connected and knows the intricacies of these systems. I would like to avoid excessive mediation resulting in an additional commission. And reconnecting from one payment system to another as a result of a tuning curve, a bad choice.

to answer this question, you must pick up the customer's passport, if it looks like this,
then just remember the customer's SSN and select Stripe : fast, simple, API, but
if the passport is different, the customer's vocabulary will firmly include the words: commissions, hold, chargeback_bitch_expensive , but even in this case everything is relatively fast, for example, everything else takes longer here
: Visa and Mastercard work only with banks (and even then not each), and the bank will not miss its commission, Paypal in the Russian Federation in general does not give permission to anyone, and in Europe they also like to ask for VAT and other documents
