How to remove the ban on using the Sberbank Online service on a new card?

A couple of years ago I was the happy owner of two debit cards from Sberbank. By the will of fate, in the same year, an individual entrepreneur was opened, a current account in the same bank. And so it "accidentally" turned out that the number of banknotes that periodically ended up between me and the ATM clearly exceeded the average allowable figures for the financial department. monitoring.
Therefore, the settlement IP was the first to be banned, along with the Business card. In 3 months, if I'm not mistaken, the rest of the debit with all the consequences. 153 FZ, who is in the subject - he knows. Among my acquaintances there were people who were blacklisted much earlier than me, and over time Sberbank "forgave" them. Not so long ago they forgave me. And I understood it this way - one fine morning last month, I received an SMS from 900. They haven't sent me anything for a long time. I don’t remember the content of the SMS, but a couple of days later I went to their website and ordered a card. Today I received it, activated it, paid 750 rubles in advance for the whole year and moved home satisfied. But, a surprise awaited at home. I can't log into Sber Online. I talked with several TP operators - they all unanimously say that I can use the card, but the online savings account is blocked and there is no way for me to fix it now. Punished. Okay, calm down. Not a big loss.
I go to the nearest ATM to pay my electricity bill. The same story - pay anonymously, no problem. But, with a card - Sber service. online is not available to you. There is already insanity.
Excerpt from the sber site:

With the use of the card, you get the opportunity to perform the transactions provided for by RBS on your accounts and deposits through remote service channels: self-service devices (ATMs, self-service devices), the Sberbank Online system , SMS-bank, the Bank's Contact Center.

Does the bank have the right to limit me in this way, at the same time, demanding payment of the tariff in full? Please share your experience.
Moral issue etc. clearly cannot stand here. We either work or we don't. I buy a service and want to use its capabilities to the fullest.
