I'm trying to link a card to a foreign VPS, why doesn't it work?

I try on digitalocean.com and vultr.com, on the first one it says:

The credit card as you have entered was declined. If available, please use another method of payment or PayPal.

on the second:
Unfortunately we do not accept debit or prepaid cards. please try adding another credit card to continue.

Do foreign hosters not accept debit cards, give them credit cards? I suspect this is some sort of change. Has anyone managed to link a payroll card? They reject my Sberbank, the balance is full, they shrug their hands in technical support, shozans, is it like that for everyone?

created a virtual card from Yandex.Money, and not everything is going smoothly there either:

I would not recommend using payroll cards for online payments.
Get a separate multi-currency card in your own bank so that you can transfer from one to another without interest, and transfer safe amounts so as not to shine with salary credits.
PS I just thought that maybe it's because your debit card is not multi-currency, or does it have some other local restrictions and that's why it's a problem?
PPS Maybe sanctions somewhere somehow.

They require credit cards, which can go into the red. To squeeze money from you, even if you are bankrupt.
On vultr.com you can do it without linking a card. Just replenish the balance once a year through paypal, to which your card is linked.
Well, or go and draw up a credit card at the bank.
