Virtualization ms sql, memory allocation?

I’ll make a reservation right away, I’m interested in the opinion of people who have come across this face to face. What is written in the manuals is not always implemented with 100% possibilities in this situation.
All servers are located in the same space in the code, virtualized (hyper v).
So, let's begin.
There is a virtual combat server ms sql on which, on average, 15 databases are spinning with a total volume of about 120 GB (only the databases themselves are taken into account, without logs). Of these, about 60 GB are combat bases, the rest are test ones.
The question arises how best to reallocate memory from the host machine for the ms sql server.
Either set statics with an order limit of 80-100 GB. Or set dynamic memory allocation from the host machine in the range of 32 GB to 80-100 GB at the peak.
In which situation will there be better performance from memory allocation.
And the second question is about the installation of the 1c server administration snap-in, through which the databases are connected by links to the ms sql server itself. At the moment, it is located on a terminal server (also virtualized), where users sit. And sometimes in the evenings, noticeable blunting of the terminal server begins (although, according to observation, the processor is only 40-50% loaded and the memory load is 65%).
