Virtual number or SIM card with forwarding?

Need bodies to receive incoming calls from customers, which will hang on the site. Outgoing calls are not interesting or rare. This is an experimental project, it may not work out) Therefore, you need an inexpensive number, without a subscription fee, mobile or landline - it doesn’t matter.
1. Virtual number. You can take a beautiful 495, but you will have to install ip-telephony software on your phone, pay at least 200 r of a subscription fee (free service). The quality is worse than a regular number, there are glitches, dependence on the Internet .. But recording calls in the service and other features.
2. Take a SIM card (mts or megaphone) with a tariff without a monthly fee, set up forwarding to your number and not worry. payment for each forwarding, those for incoming.

In truth, it is not particularly known here what the phone will be used for. Let's assume that every call is important.
The first option will go for cities with a million people, reserving a channel with a watchdog through a couple of providers.
The second one is more reliable, but two calls at the same time cannot be accepted.

Why choose? You can connect a virtual number (8800, landline, mobile) and bind it to the FMC SIM card without forwarding!
