1. The question is whether it is possible to distribute via WIFI from a computer (wifi adapter) exactly the IP subnet of the phone and use a mobile phone with a SIP client as a phone?
2. Simpler option. Can I just put the IP phone program on the computer to make calls from it?

simply distributing IP from the phone subnet will not achieve anything, this subnet still needs to be routed. Accordingly, on some server it can be done. that's just not a wi-fi adapter in a server, but a separate access point. and just using someone's working computer for this is nonsense.
but practice will show how convenient it will be to use a mobile phone with a SIP client in your case. To be honest, I didn’t really use a personal phone for this at one time, it eats a lot of charge.
