I understand that I want a lot, and yet: Windows needs to see another monitor, which will actually be software. The image from this software monitor should be broadcast to the network in order to watch it later, for example, through VLC.

Do you need to watch it through VLC, or is it possible in another way? Not so long ago I came across the ZoneScreen program , I think it might suit you.

And why just virtualbox / vmware is not suitable? Broadcast through justin.tv some. You don't even need vlc to watch.
