Virtual cameras broadcasting real?

I am studying the possibilities of WebRTC in HTML5, namely capturing video and audio from devices. There was a problem, 2 different windows or 2 different browsers cannot capture the same device. As a result, testing and development becomes more complicated (more precisely, it goes to 0).
I am using Kubuntu 13.04.
Please advise a way to create virtual devices that capture data from real ones. Or, at least, a way to broadcast video and audio from a file to virtual devices. Thanks

vlc can be streamed,
WebRTC is still raw. 640 by 480 limitation.

I use manycam - it's a webcam splitter.
Although I'm lying. Recently bought a couple of webcams and use them. It's more reliable :)
