What you are doing is not a full-fledged forwarding, but a webcam emulation.
For a full-fledged forwarding, you need to either forward the usb device, or the entire root hub on which it hangs. How many used VirtualBox before, he always had problems with this. The easiest option for you is to use VMWare.
Or patch the guest webcam driver.
