Video driver problem? Why are there small defects in video playback?

Installed NVIDIA drivers. While playing a YouTube video, there are minor distortions at the bottom of the video that are barely noticeable. If the picture is static, there are none at all, but as soon as the frames start to "go", a second shift appears. As if they took a picture, made a horizontal cut in the middle, and moved the lower part, under the cut, to the right by 3 pixels, and then returned everything a second later. It happens very quickly and almost imperceptibly.

Screen Tearing? Windows 7? Enable the Aero theme
This will change rendering mode to buffered and fix screen elements out of sync
