Video capture device (EasyCAP), is it possible to broadcast from it to the RTP\RTSP\RTMP protocol?

Are there software solutions for broadcasting analog video through a video capture device in RealTime (RTMP\RTSP\RTP) protocol?
Some kind of software for Windows or Linux that implements this. Immediately a reservation that hardware devices such as a DVR are not interested (however, if there are small shills-converters to digital format for arduino, then I will be grateful for their names).
An EasyCAP USB device is used as a video capture card, and I still haven’t found any software methods for raising the local RTP port with broadcasting video from the device there, I read the man page on the Motion software for Linux, but it seems that it’s not possible to issue a local RTP port with a stream condition.
I would be glad if someone prompts a solution, or in which direction to dig.
