Viber bot. What to do?

I decided to write a bot for Viber. With Telegram bots, everything was much simpler, but right there you need to make some kind of certificates, etc.
As I understand it, first I need to create an HTTPs server, but what is an HTTPs server? Do I need to create a "website" with Flask and send requests to it? Ok, for example created, where with these certificates now?
