VDS server with Microsoft Server 2012 for multiple game servers, how to choose?

Hello, I did not work with VDS servers, only hosting and a local server. I am doing the network part for my project, I don’t know what tariff to take, what should I look at first of all? I watched a lot of different VDS hosters, and read reviews, almost under each one it says "Servers are down for 18% of users" "The site does not load 30%" and the like.
Of my particular requirements, I'm interested in:
1. Good Russian-speaking support
2. VDS servers with a choice of several countries and cities in Russia.
3. Microsoft Server 2012
4. Not expensive, as a hobby project, but with the ability to change the tariff to a steeper one in the future.

An option in my experience is Ng-Host in Moscow, with good ping. The DC itself where they are located is famous for good channels among the gaming community. Further I see no reason to look for, take it.
