Vagrant on a nearby PC?

There are two PCs: one powerful, SSD, i5, 16GB RAM.
Another laptop: eerily slow (apparently because of the HDD), although also i5 (4GB RAM).
On both PCs: Windows 10.
There is a need to develop PHP applications. For these purposes, I plan to use Virtual Box + Vagrant + Puphpet.
The question arose: how to make the virtual box itself work on a more powerful PC, and I could completely manage the virtual machine from a laptop without going to the stationary: do vagrant up, vagrant init, etc. etc.? It is desirable that at the same time the person sitting at the PC does not see or know anything at all, i.e. I didn't bother him. At the same time, you need to have access to the server via IP from a laptop (open a website, etc.). How to implement it? Everything is connected via a router: PC - via cable, laptop - Wi Fi.
