UX-oriented GUI?

I looked at all sorts of ratings for graphical shells and ... They are all so ordinary. There are no interesting solutions, everything is created according to the standards of some ancient years, except for the appearance, but not the functionality.
Here is the context menu with a list, here is the window switching in two versions, here is the taskbar, here is the tray. Here is the desktop. Everything, user, you should have enough.
People have the opportunity to implement something innovative, but they continue to rivet skins that differ only in the logo, default wallpaper and the location of the taskbar (left, right, bottom, top) and window controls (left, right). Well, a list of available color schemes, where without them.
My review was pretty superficial, and I really hope that I missed some critical things, and in fact, everything is wrong. Perhaps the unification of systems is fixed by plug-ins?
In general, I am requesting graphics systems (or plugins for them?) with some deviations from the standards.

This is what UX design is based on, in order to understand why this button is located here, and why it is convenient and so familiar to everyone.
It is now 2019, and we already know what is convenient for the user, we have analytics systems, we have real, living people. When something really seems uncomfortable or makes the user think, we change the decision. But the most important thing is that now there is an established base that really works, which is most likely why it is not being changed. There is no need to look at how similar these or other solutions are, it is better to study one of them and ask yourself the question - why is it done this way? I am sure you will quickly find the answer, and if you do not find it, feel free to offer your solution.

M$ tried to arrange "unusual" in Win8 - he got such an epic fail that he immediately pretended that win8 did not exist at all ...
The desktop is a means, not an end. When I work, my movements are honed to automatism (because of which, by the way, I hate changing mice - it takes a long time to get used to a new one). I know for sure that if I move the mouse there by so much and poke, I will get such and such a menu ... Usually you don’t even need to read everything.
Even changing the font size - and then already slows down the work (the coordinates change).
I don't admire dialogues and menus - I work with them. I need them to always be in the same place.
