Using 2 IPs from different windows server 2008 r2 accounts

Good day.
I have one VPS with 2 IP addresses. I use one IP as the main one and through it I connect to the Administrator account.
If I create a second account named Admin (for example), can I assign the Second IP that the hoster gave me to this account?
It turns out that one VPS and two accounts, and each account is tied to its own IP address.
For example:
There are two IP addresses 23.23.23.41 and 23.23.23.45.
23.23.23.41 is the main IP address, and through it I connect to the Administrator account, and all actions that are performed from this account come from IP 23.23.23.41.
Is it possible to make that the second IP address which is 23.23.23.45 was bound to the second Admin account, and all actions that are done in this account came from IP 23.23.23.45?
Z.Y. Two accounts with different IP addresses should work at the same time...

Well, set the second ip on the network card, and connect via rdp, but I don’t understand what is the point of working with two akas on the same OS on different ip
