Comrades, the eternal question of licensing, which changes every time.
Right now, the current version is licensing for cores, i.e. the minimum order is the purchase of a pack of 2 * 8 licenses, i.e. 1 license is two cores and you need to buy 8 of them, even if you have less, but now the question is:
Can I use free licenses for another server or 1 server - 1 pack of licenses?

I bought a mandatory pack 2 * 8 for a total of 16 cores, but I have a physical server with 12 cores. So I wanted to raise a virtual machine on a free Hyper-V Server there to create a virtual machine with 4 cores and install windows server 2016. Can I activate it with the same serial number because there are still free licenses in the package. Or 1 server 1 pack and when checking documents it may come up that you had to buy 1 more pack of 2 * 8 licenses.

The license physically covers the cores, so in principle, if you add a hypervisor to this machine, you can activate Windows inside under the same licenses. But on another machine it is no longer possible.
