User can't change password after Windows 7 upgrade?

After updating Windows 7 x86 with updates KB4012212 and KB4012215, a user cannot change their domain password on their own. When trying to change the password, the message constantly pops up:
Before the first login, the user must change the password.
If you delete these updates, then the password changes without problems. Is this a Microsoft update bug?

There was the same problem in a domain with a WS2003 server (is the owner of the "PDC emulator" role). After installing update KB2927811 on the server, the problem was solved.

Now in a network 2 CD. If the update KB2927811 is installed on at least one CD, will the problem be solved? Or is it necessary to put on both CDs?
