Use modern js frameworks or php-based for online event service with payment?

Good day.
There is an interesting idea of ​​creating a service. But I can not find an adequate set of technologies.
Interested in web development in the first place, then mobile phones of both platforms. I say this for understanding that the technologies that are needed must be ready for mobile applications.
More about the idea. There are several user roles:
1) Organizer
2) Performer (many, by groups)
3) Location owner (can be an individual, or maybe an organization)
Each user has his own profile with a portfolio.
The logic of work. The user registers, chooses a role. If this is an organizer, then he has corresponding buttons, if this is a performer, then just a profile with a portfolio. The organizer creates an event. In this event, he invites N-number of performers (they receive a notification about the invitation) and selects a location (a request for booking a location is received by the owner) from the users registered by the third type (host and locations). Each invited user from the performers has the cost of the work, it is automatically calculated based on the selected days (hours) by the organizer and the rate of the performer. Likewise with location. An event has a deadline, budget, status, and some other attributes. While the event is valid, there may be some changes in the event, to which all participants must agree. Only correspondence in the general chat on an event or personal correspondence. When the deadline comes to an end, the performers and the organizer receive a notice of completion. The organizer can also finish ahead of schedule.
After completion, the performers receive money in accordance with the rate accepted upon agreeing to participate in the event, the owner of the location also receives money to his account according to the calculation. The money is debited from the organizer's account.
In fact, this is a kind of social network with a very small number of functions and the calculation of work and payments. The service is similar to Profi.ru or Youdo, only with several performers, locations (places) and some action log from the participants.
The service assumes a relatively limited audience, for example, about 30,000-50,000 active users every day.
There is a question. Is it worth using new, promising technologies and frameworks like Vue.js, Node.js and others, that is, writing from absolute zero.
Or take some foundation like MODX or another cms in php for the web version of the service.
In the first case, the price of development and support will be somewhat higher, but in fact there are unlimited possibilities for improvement. In the second, the development price should be lower, but the prospects for the development of the service on some cms are a little gloomy.
Please take the issue seriously. The issue is extremely relevant, there are investment restrictions and a user market.
