How to "Merge Images into Sprite Sheet"?

Google Web Designer saves HTML5 banner images alongside the .html file. And Yandex requires them to be combined into a “sprite sheet”, how to do this, they did not find anything.
Here is their requirement:

I don’t know how Yandex specifically has it, but a sprite sheet is just a giant picture that has all your backgrounds and icons. After its creation, you can specify background with the path to the image and the offset, scale for your blocks.
