USB keyboard does not work before windows loads, what should I do?

When the system boots, "Windows Error Recovery" appears.
There are two items - launching windows recovery tools and normal boot.
At this moment, the USB keyboard does not work, although it worked at this moment earlier.
After 30 seconds, we get into the windows recovery tools.
How to make the keyboard work?

The simplest thing is to keep an old PS / 2 keyboard in such a case.
Or buy a USB-PS / 2 adapter and turn on the keyboard through it.
Windows - Seven? She, most likely, in this mode (boot selection) cannot work with USB3 ports. 8.1 should work.

He also did not know grief until he installed a second disk in the computer. On the first I have a simple XP ha.
I installed Win7 without any problems on the second disk with XP and the first disk from the ISO image. After 4 reboots, the system went to reboot with the selection "Old system" and Win7 with the default selection set to Win7. An attempt, as written in the tooltip, to select the old system with keyboard cursors was unsuccessful. The system stubbornly loads only Win7. When you exit to enter a password, the indicator on the keyboard comes to life and the mouse cursor and keyboard work. Also, although the indicator does not light up on the keyboard, when you hold Delete on it, it enters the BIOS, where the Klava cursors work fine. Plugging the keyboard's USB connector into any 4, including the internal connectors, does not give any results.
But it didn't end there. When I try to start the browser that comes with the delivery, it says "error", I'll look for a solution and a dead end. I installed Team Viewer 15.13.1260 which works fine for me on a note in Win7, the same 32-bit one. But ... It also does not want to start and already during the installation it writes "Wait a minute we will look for a solution on the Internet." Full paragraph. Is it metal that doesn't like me or Win 7 doesn't like me and metal? By the way, there is no Legacy USB Support in BIOS nearby. By the way, one more joke. Although I put USB in the bootloader first and using F11 I set the system to boot first from USB (on it I have an installation boot that is superbly loaded on a Win7 note (I thought I’d fix something there), but the computer stubbornly does not want to boot from USB. When you press F8, the same picture No cursor movement and no option to select "safe" mode, etc.
