Upscale video. is it possible to distinguish the number of the car?

I have a video of my car being stolen =) and it has a white Kia CEEd license plate that appears at about 3.30.
Unfortunately, the number is indistinguishable, and I do not own video upscaling software at all. Could you help me?

Upscale will not pull out information that is not there, it can only plausibly fantasize a picture that is convenient for the eye.
This is why upscaling makes sense for art videos, but not for justice purposes.
