Video / photo management system for people far from the computer

I allocated a computer to relatives, now it is used for correspondence. Historically, correspondence is conducted through vkontakte.ru (do they really have the most convenient interface?).

There was a need to store, catalog, exchange the photographs and videos taken. At the same time, the level of computer literacy is extremely low, there is enough for VKontakte correspondence, but not so far for creating directories, renaming, moving.

You need to choose a fairly functional, and convenient for a person unfamiliar with a computer, a tool for this. I can provide occasional setup support, but the main tasks should be able to be done through a simple interface.

The first options that come to mind are:
1) store on a local hard drive in the directory structure (how to send to friends? E-mail seems to be large, hundreds of megabytes, attachments do not pull)
2) store in vkontakte, album privacy settings seem to be there, but it is not known how with reliability and ease of viewing
3 ) specialized tools (Picasa?)

The situation is complicated by the fact that I myself do not collect photos / videos, so I do not know the advantages and disadvantages of various tools.

Also, most catalogers separate photos and videos, although they are semantically the same, just different formats. For example, on a trip, a person took a photo / video, but VKontakte needs to upload and watch photos - separately, videos - separately. Picasa seems to (?) also only works with photos, video ignores.

To summarize the software requirements:
- Unified work with both photos and videos
- Reliable storage (backup? cloud?)
- Ability to send part of the content to other users
- Access settings for albums
- Easy to use
- ???

My parents have been using my installed Picasa quite successfully for several years now. Advantages - everything is quite simple, tools for working with photo and video collections are quite powerful and at the same time easy to use, seamless integration with Picasa Web and sending photos by mail (GMail or through any other configured account). Disadvantages - working with video at a fairly basic level, and the space in Picasa Web is limited and is not suitable for backing up the entire family photo album, you have to think about something else. But in general, I recommend.
