We would like to replace E5-2407 with 2xE5-2440.
In this regard, the following questions:
Is it possible to replace the E5-2407 processor with the E5-2440 without replacing the PSU?
Is it possible to install a second E5-2440 processor, is it necessary to replace the PSU in this case?

And one more thing - after installing the second processor, you will have to "finish off" memory (RAM) to it.
