Unmoderated news system?

Is there a news system with zero moderation?
That is, where they can write about anything for the general public, without fear of blocking the domain name, author, etc.
Something like BitMessage, but with public access to each message and categorization (it would be nice to have the authority of the publisher so as not to read spam).
